Not on a US website. But, left-side scroll-bars is the right way to create Arabic websites (among others). They do not read from left-to-right, but from right-to-left and as such scrollbars navigation etc. has to be reversed in order to provide the same amout of usability.
As an example compare UN’s Arabic vs. English websites.
