It turns out it’s a bug and it's fixed for wordpress 2.01 http://trac.wordpress.org/ticket/2199

					<description>I've had problems like this in other products where the designer is using hyperlinked text for a toggle switch.  Is the text supposed to show the current state of the system or the desired state?  The logon/login toggle on web sites work very much like that described by MadMan for the Word Press settings.  When you're logged on, the link is Logout.  When you're not, it's login.  It works for logging in because your state is usually obvious to the user.  It's not working for the Word Press settings because the user doesn't understand the current state of the object before applying the toggle.</description>
