I’m perplexed at Kathy being a target when on the list of top people to go after, I doubt she’d be in the first 50 pages (not discrediting her work, she’s brilliant, and gentle, but not the first I’d think would have to deal with this

I am a recent convert to TWiki. Check it out at twiki.org.

It is built on top of RCS so it has the extensive version control and collab features that you are looking for. The application is very deep, in that simple web applications may also be built on top of the wiki to manage your projects in a more organized fashion.
For interface (i.e. the markup used to create HTML) I prefer phpwiki (hosted at sourceforge I think). It tends to be more natural for the less technical person.

It does allow roll back and locking of pages, but not check-out. However, if there is a 'collision', it will tell you and let you edit the combined document with bits marked with a diff type function.
