Is this usability? If yes, why? If no, why?

This is not usability. This is design.
Usability is the research before and the validation after. It is an evaluative process that is an incredibly important part of the total UX process. But just like visual design (presentation) and information architecture (structure & findability), interaction design is a distinct discipline promoted by the likes of luminaries such as Alan Cooper, Marc Rettig, and more. IxD is about the design of behavior and works in cooperation with structure and presentation.
