Google’s Ghost Page Rank

Does Google guess at a page’s PageRank? Why do some Page Ranks soar suddenly? Are there really Ghost Page Rankings? If yes, what does that mean? Do people show up higher on Google’s search results page if they have high rankings based on Ghost Page Rankings? What impact does blogging really have on Page Rank? How much Page Rank is transferred between links? (Can you tell I haven’t thought about search engine rankings in a while?)
